Main Campus General Summary This position reports to and works with the Associate Provost and Assistant Vice President of Academic Human Resources.
This position serves as a Contract Administrator and is responsible for employee and labor relations, including policy administration and contract administration for instructional staff.
Assist with the administration of labor agreements and negotiations between Eastern Michigan University (EMU) and the instructional bargaining units representing employees engaged in the delivery and support of academic services; including the EMU Chapter of the American Association of University Professors and the EMU Federation of Teachers.
This position will translate Collective Bargaining Agreements (CBAs) from language to practice.
Principal Duties and Responsibilities Assist with developing and administering employment policies, procedures, and collective bargaining agreements in a collaborative, future-focus manner on behalf of the University.
Serve as liaison between Academic Human Resources and the Total Rewards & Learning and Talent Departments and participate on cross-functional teams that address benefits, wellness and compensation matters.
Ensure consistent interpretation, compliance, and administration of CBA terms across the University, particularly within the Academic Affairs function.
This will include the development of procedures and delivery of training in all aspects of contract interpretation and policy administration, as well as participation in input and evaluation processes.
Collaborate with the Associate Provost and Assistant Vice President of Academic Human Resources and union representatives to develop prompt solutions to questions and concerns pertaining to CBAs.
Compile appropriate and necessary data for negotiations, including comparison information on wages and salaries, fringe benefits, and comparative contract language to assure that the University is appropriate and competitive in negotiating successor contracts and/or new contracts.
Directly or indirectly manage the employee problem-solving and grievance process, including tracking of grievances.
Help develop and implement negotiation strategies; prepare bargaining proposals; interpret the contract and provide guidance and direction to management on the application of the agreements; explore the use of alternative negotiation strategies and tactics.
Assist with the creating, reviewing, coordinating, and distribution of collective bargaining agreements.
Process unemployment claims for all instructional employees.
Serve as a subject matter expert for the faculty evaluation tracking system.
Ensure that the appropriate training and resource materials exist and are deployed relative to the system.
Perform related duties, as assigned.
Minimum
Qualifications:
Bachelor's Degree in a related field required.
A minimum of four years contract management experience.
Knowledge of and experience in labor and employee relations, organizational behavior and administration is required.
Preferred
Qualifications:
Master's preferred.
Experience working in higher education is preferred.
Demonstrated ability to analyze, plan, set goals, and meet objectives in a collective bargaining setting.
Strong team and relationship-building skills.
Outstanding communication and conflict resolution skills.
Working knowledge of labor agreements, benefits and compensation practices, and legal requirements, particularly in the public sector.
Ability to be a liaison with the Office of Legal Affairs.
